Pursuant to instructions from my Government,

I have the honour to acquaint you that the

Secretary of the Navy in Washington has been informed) of the opening by His Britannic "ajesty's authori- ties at Hong Kong of the mails consigned to the United States Asiatic Fleet.

It appears that these rails are forwarded by the American Postal Agent at Shanghai, passing through the hands of the Hong Kong authorities en route to anila, and I am directed in laying this matter before you to make the request that you be good enough to cause the issuance of instructions for the passing without censorship of all mails destined for the naval vessels of the United States in Asiatic waters.
